Any person who violates this chapter shall be subject to a civil penalty on second and subsequent offenses within 12 months in an amount as determined by the Town Council from time to time and as set forth in the town's schedule of fees and charges. Where the violation of this chapter is by a minor, the civil penalty shall be charged against the minor's parents. Any roller skate, in-line skates, skateboard, coaster, toy vehicle or similar device used in the violation of this section shall be subject to forfeiture.
