The City Council shall designate Shade Tree Pest control or oak wilt control areas within the City in which these Shade Tree disease regulations and control procedures shall be utilized. These Shade Tree disease regulations apply throughout the City on all publicly and privately owned lands except lands owned by the state or federal governments.
