No person shall plant, spray, fertilize, preserve, prune, remove, cut above ground, or otherwise disturb any tree on any road, street or publicly owned property or publicly-held easement without first filing an application and procuring a permit from the Forester or from the Town Manager. The person receiving the permit shall abide by the current Arboricultural Specifications and Standards of Practice of the University of Minnesota Agricultural Extension Service, as adopted and modified by the City.
