The purpose of this Chapter is to provide minimal reasonable regulations as to the location and construction of public utilities facilities within any public easement road or right-of-way within the City of Columbus. A further purpose of this Chapter is to provide reasonable minimal regulations in the public interest to prevent overlapping Distribution Systems and overlapping service territories by providers of Natural Gas.
