Pursuant to the powers granted to cities pursuant to Minn. Stat. §§ 412.221 and 429.021, as amended, for the City Council to provide for the protection of public and private property and for the promotion of health, safety, order, convenience and general welfare, the abatement procedures in this Article shall apply to the abatement of the code violations listed at § 16C-102
