No person shall engage in the business of collecting refuse within the City of Columbus without a license as required herein. No person shall permit refuse to be collected from his premises by an unlicensed collector. Collection of demolition debris or construction waste in a roll off container is exempt from the licensing requirements of this Article. However, collectors of demolition waste and construction waste shall have a current policy of public liability insurance and shall provide proof of same to the City Clerk or Deputy Clerk upon request.
