For SSTS systems regulated under this ordinance, conflicts and other technical disputes over new construction, replacement, and existing systems will be managed in accordance with the procedure as defined in City Code Section 4-104,which governs appeals to the City Council. If a documented discrepancy arises on the depth of the periodically saturated soil between and SSTS licensed business and the City of Columbus for SSTS design or compliance purposes, the procedure outlined in Minn. R. 7082.0700, subp. 5(B) shall be followed.
