Within the jurisdictional limits of the City, no Maintainer or other person shall dispose of the contents of any vault, privy, cesspool, septic tank, or other private drain in any place without first notifying the Building Official, in writing, of the place where it is proposed to make such disposal and obtaining a permit therefore.
