All design, construction, installation, alteration, repair, maintenance, cleaning, pumping or inspections activity for an Subsurface Sewage Treatment System shall be completed by an appropriately licensed businesses or certified qualified employee, or a person exempted from licensing under Minn. R. 7083.0700, subp. 1.. A copy of the license shall be filed with the City prior to the commencement of the Subsurface Sewage Treatment System design, construction, installation, alteration, repair, maintenance, operation, cleaning, pumping, or inspection.
