All Sewer Services and Waterworks services shall be installed by an utility installer or Master Plumber licensed in the State of Minnesota and the City of Columbus. Any owner, occupant or licensed plumber may install, repair or make alteration to the Building Drain or Building Sewer lines provided that said construction is conducted under the regulations of this Ordinance. Prior to receiving a permit for plumbing work as outlined herein a satisfactory showing must be made that such plumber, excavator, or utility installer is carrying liability insurance in an accredited company with the City against loss as customarily provided in such policies.
