To protect the general health and welfare of the City, the owner of each residence, dwelling or building to which Sewer Service is or becomes available, is required to make a connection to the City Facilities as soon as practicable should that owner’s septic system fail. A failing system is defined as a seepage pit, cesspool, drywell, leaching pit, other pit, a tank that obviously leaks below the designated operating depth, or any system with less than the required vertical separation.
