There is hereby established a Sewer and Water Department for the City of Columbus (the “City”). The sewer and water system as now constituted, or as shall hereafter be enlarged or extended, shall be operated and maintained under the provisions of this Ordinance subject to the authority of the City Council at any time to amend, alter, change or repeal the same. If there are any conflicts between Article III of City Code Chapter 14 and other Articles within Chapter 14, the provisions within Article III shall prevail.
