SECTION 13-310.   PENALTIES.
   A.   The payment of any investigation fee shall not exempt any person from payment of the regular permit fee required by this Code.
   B.   No investigation fee shall be charged for an investigation of construction which the Building Official determines to be construction which does not require a permit pursuant to this Code.
