Approval of the final plat shall be conditioned upon applicant entering into a development contract for construction of improvements. Improvements within a subdivision which have been completed prior to application for approval of the final plat or execution of the contract for installation of the required improvements shall be accepted as equivalent improvements in compliance with the requirements of these regulations only if the City Engineer shall certify that the existing improvements conform to applicable City Standards. The City Engineer shall certify the improvements only if he/she has been able to inspect the construction of the improvements at all relevant stages and only if the improvements have been constructed to City specifications.
