A complete and adequate drainage system for the subdivision shall be designed, and shall include a storm sewer system or a system of open ditches, culverts, pipes, and catch basins, or both systems. Such system or systems shall be approved by the City Engineer and designed in conformity with standards adopted by the City Council.
