Private utilities must be consistent with the requirements of Chapter 14 of the Columbus City Code and must be designed to minimize or eliminate infiltration of flood waters into the systems, minimize or eliminate any discharges from the systems into flood waters, and shall not be subject to impairment or contamination during times of flooding.
