No person shall operate a carnival within the city without having secured a permit to operate the same. The permit shall be issued by the City Clerk after the approval of the same by the City Council. The application procedures for a carnival permit shall be the same as those contained in § 4-203, § 4-204, § 4-205, § 4-206, § 4-207, § 4-208, and § 4-209.
