Each license issued pursuant to this Chapter shall run from January 1 through December 31 of each year unless otherwise stated, and the required fee shall be prorated on a monthly basis unless specifically provided otherwise. If the fee is prorated, the Zoning Administrator or the City Council may stay the commencement of the license until the purpose for which the license is granted begins. An application fee, if required, shall accompany each license application. A license fee, if required shall be paid to the City Treasurer before the issuance of any permit or license, unless specifically provided otherwise.
