When a law enforcement officer shall find a vehicle parked or left unattended upon any street or alley in violation of the above provision of the ordinance, he may provide for the removal of such vehicle to a convenient place of storage. The owner may redeem the same from such place of storage upon proof of ownership and paying the cost of removal and any storage charged thereof.
