If a condition exists at 4:00 o'clock in the morning on any day which shall require the plowing or removal of snow from the City roads and streets, then, in that case, no person shall permit a vehicle under his ownership, operation or control to be left unattended on any City road or street in the City of Columbus, for a period from 4:00 o'clock a.m. to 4:00 o'clock p.m.
