Pursuant to IC 36-7-14-3, the council establishes the city of Columbus department of redevelopment (the “department”), for the purposes and to exercise the powers set forth in the act or otherwise granted by law. The department will be controlled by a board of five members to be known as the city of Columbus redevelopment commission (the “redevelopment commission”), two of whom shall be appointed by the council and three of whom shall be appointed by the mayor of the city.
