Each member of the committee shall serve for a term of three years, with the exception of the police or fire department representative, the common council member, and the two members of the private sector appointed by the common council, who shall serve for one year. The police or fire department representative shall consist of a member of the police department in even numbered years and shall consist of a member of the fire department in odd numbered years.
