The Animal Care Services Commission shall be composed of seven members, each with a four year term as follows:
A. One shall be a licensed veterinarian selected by the mayor.
B. One shall be selected from a member of the common council by the common council.
C. Four shall be selected from the citizens of Columbus by the mayor, one of which may be selected from a chartered animal care or control organization.
D. One shall be selected from the active members of the Columbus Police Department by the chief of police.
