2.48.060 Budget--Special funds--Contracting for services.
   A.   The board of parks and recreation shall prepare and submit an annual budget in the same manner as other departments of the city government. The board may accept gifts, donations and subsidies for park and recreation purposes; provided, that no gift or transfer of public property to the board shall be made without its approval.
   B.   Any gift or grant of money shall be deposited in a special nonreverting fund to be available for expenditure by the board for purposes specified by the granter. The disbursing officer of the city shall draw warrants against such special nonreverting fund only upon vouchers signed by the president and secretary of the board.
   C.   The common council may, by ordinance, create a special nonreverting capital fund for the purpose of acquiring or making specific capital improvements. The common council may include, from year to year, in the board's subject an item and an appropriation for these specific purposes.
   D.   Moneys placed in the nonreverting capital fund shall not be withdrawn except for the purposes for which the fund was created, unless the common council repeals this section. Such repeal may not be made under suspension of the rules.
   E.   The board may contract with a school board for the use of park and recreation facilities or for services. A school board may contract with the board for the use of park and recreation facilities or for services. (Prior code § 19-11)
