A. Retail water service shall not be provided to any customer outside the corporate limits of the city and within the jurisdiction of the planning commission unless the utility service board and the planning commission jointly recommend the extension of such retail services to such customer. Wholesale sales are permissible under special contract, subject to approval by the common council.
B. Notwithstanding the provisions of subsection A of this section, retail service may be provided in any areas outside the corporate limits of the city where, in the sole judgment of the utility service board, the water table is lowered as a result of pumping activities by the municipal water utility, to the extent that privately owned water wells in such areas are affected by such lowered water table. It is the intent of this section that no retail service shall be provided to any customer outside the corporate limits of the city except as provided in this section.
