The municipal water utility reserves the right to discontinue the service of any customer for violation of any rule or regulation of such utility or for nonpayment of bills after at least five working days from date written notice is mailed to such customer at his address, as shown upon such utility's records, or personally delivered to him or a member of his household, advising the customer in what particular such rules has been violated for which service will be discontinued if the violation is permitted to continue; provided, that where fraudulent use of water is detected, or where such utility's regulating or measuring equipment has been tampered with, or where a dangerous condition is found to exist on the customer's premises, service may be turned off without notice in advance.
