A worksite may be established along any street or highway within the jurisdictional boundaries for the purpose of construction or maintenance activity by city employees; and
A worksite may be established along any street or highway within the jurisdictional boundaries for the purpose of private construction or maintenance activity; and
The authority to determine and establish a worksite as described above will be the responsibility of the city engineer or the department head or manager of the department performing the major portion of the work in the worksite; provided, however, once the worksite is established, the city engineer will establish the appropriate speed limit for the established worksite; and
The establishing authority shall post signs notifying the traveling public of the temporary maximum speed limits established under this section; and
Signs shall be posted showing the designated worksite and the speed limits at the worksite shall be reduced at least ten miles per hour below the maximum established speed limit for that particular area and a worksite speed limit may not exceed forty-five miles per hour in any location and not be reduced to less than twenty miles per hour in any location; and
A flagperson or persons may be used in addition to the traffic control devices for the safety of worksite workers. A worksite shall be established if a flagperson(s) is to be used for more than a short temporary duration of time exceeding one-half hour continuous traffic control for any given work project. Flagpersons shall follow established standards by IOSHA 1926.201; and
Lighting for nighttime work, as required, will be supplied by the agency doing the work; and
This section does not apply to public safety employees during performance of emergency duties; and
In the case of private construction or maintenance, the city engineer may, upon application from the persons performing the major portion of the work, establish a worksite; and
The required signs shall be posted and will be supplied by the private contractor and they must meet approval of the city engineer's office; and
Enforcement for the designated worksite speed limits shall be enforced according to I.C. 9-21-8-41. (Ord. 95-35, 1995)
