A. Wherever the locations of streets are indicated in the thoroughfare plan as following existing roadways or tying into existing intersections, they shall conform to such locations; provided, that streets lying wholly within a subdivision, and not designated as following an existing roadway, may be varied in their alignment when such variance promotes the plan of a neighborhood in accordance with good planning and engineering principles, and if such alignment provides for the continuity of traffic movement.
B. Streets which follow irregular alignment or indicate revised alignments or are not referenced to established roadways shall follow in a general manner the alignment shown in the thoroughfare plan. Street alignments shall be subject to detailed surveys which may be made by the city engineer, the city plan commission or other public agencies or by the owners of land to be subdivided. Such surveys shall be subject to the approval of the city plan commission in the acceptance of subdivision plans affecting such streets.
