The purpose of this chapter shall be to promote the orderly development of the city and to improve the health, safety, convenience and welfare of its residents. It is the intent of this plan to insure that the highway system shall be carefully planned; new community centers shall grow only with adequate highway facilities; the needs of industry, business and agriculture shall be recognized in future growth; residential areas shall provide safe and healthy surroundings for family life; the development of the city shall be commensurate with and promotive of the efficient and economical use of public funds; and definite policies shall be formulated for the laying out, development and improvement of public streets and highways and service to platted and unplatted land, and providing for the establishment of a thoroughfare fund.
