9.24.100 Territorial applicability of chapter.
   This chapter applies to practices within the city and to housing units and dwellings located within the city, except that a commission formed pursuant to this chapter shall have no jurisdiction over the state or any of its agencies. Such state agencies are those as defined under Section 9.20.010.
