A. It is unlawful to own or harbor any dog or cat the age of three months or older without a valid rabies vaccination.
B. Any person who violates division A. of the section shall be subject to a fine of twenty dollars for the first offense, fifty dollars for the second offense, and then increasing in increments of fifty dollars for each subsequent offense within one year of the first offense, but not more than one thousand dollars.
