2.98.040 Duties and responsibilities.
   The Board shall have the following duties and responsibilities:
   A.   Facilitate and encourage cooperation between Bartholomew County and the City of Columbus and Columbus Regional Hospital to facilitate the Bard’s goals.
   B.   Forward projects and programs requesting funding on to the Substance Abuse Services Advisory and Accountability Committee (“Committee”) as needed. The Committee will include the below content expert members who will make recommendations to the Board on projects and programs to be funded, ensure operational accountability of substance abuse projects and programs funded by the Board, and provide metrics on projects and programs.
      1.   Circuit Court Judge or designee;
      2.   Prosecutor or designee;
      3.   Bartholomew Country Sheriff or designee;
      4.   City of Columbus Police Chief or designee;
      5.   City of Columbus Administration designee;
      6.   Columbus Regional Health designee;
      7.   Director of Court Services or designee;
      8.   Criminal defense attorney;
      9.   Up to two service providers;
      10.   Representative of the alliance of substance abuse progress in Bartholomew County (ASAP) or its successor organization;
      11.   Two community members, one appointed by the Mayor of Columbus and one appointed by the Bartholomew County Commissioners;
   C.   The Board shall appoint a criminal defense attorney, up to two service providers and as ASAP representative to the Committee. All other specific members are set forth above. The Board shall determine if any other members need to be added to the Committee. The Committee members chosen by the Board shall have a term of office of one year and shall be appointed annually by the Board on their first organizational meeting of the year.
   D.   Make budgetary recommendations to the Mayor and Common Council as to expenditures and costs to the City of Columbus for substance abuse projects and programs.
   E.   Monitor compliance with approved programs and services and recommend improvements and changes.
   F.   With the advice and consent of the Mayor and Common Council, may pan, negotiate and administer cooperative agreements between the City of Columbus and service organization.
   G.   Make an annual report to the Mayor and Common Council of its activities.
   H.   Perform such other duties and assume such other responsibilities as the Mayor and Common Council may appropriately assign to it. (Ord. 2018-4, 2018)
