5.04.110 Violation--Penalty.
   A.   Whenever a violation of this chapter occurs or is alleged to occur any person may file a written complaint. Such complaint stating fully the causes and basis thereof shall be filed with the police department. The police department shall properly report such complaint and immediately investigate. If acts elicited by such investigation are sufficient to establish a reasonable belief that a violation has occurred on the part of the party investigated, the investigating officer shall file with the city attorney a complaint against such person requesting action thereon as provided by this chapter and in accordance with the law.
   B.   Any person who violates any section of this chapter or regulation hereof or fails to comply with any of its requirements, shall be guilty of an infraction, and upon conviction, shall be fined in the sum of not less than twenty-five dollars or more than three hundred dollars per day for each violation, but not more than two thousand five hundred dollars. Every day any violation of this chapter continues shall constitute a separate offense. (Prior code § 20-11)
