5.04.070 Additional regulations.
   A.   Licensed billiard halls, pool rooms and amusement game parlors shall not permit persons under the age of eighteen to frequent their business during regular school hours attended by persons under the age of eighteen when the school district is open for regular school attendance. Further, no person under the age of eighteen shall be permitted to frequent these businesses between the hours of eleven p.m. and seven-thirty a.m. Licensed businesses shall post these restrictions prominently near the entrance of their businesses.
   B.   Licensed transient merchants or itinerant vendors may only conduct house-to-house sales between the hours of nine a.m. and eight p.m.
   C.   Licensed food vendors shall keep any wagon, motor vehicles or push carts used for sale of any food or beverage or other product for human consumption, in a clean and sanitary condition and shall thoroughly clean said wagon, vehicle or push cart every day that the same is used. It is unlawful to permit any stale food or decaying matter or other waste material product to accumulate in or on any such vehicle while it is used for the sale of food, beverage or other product for human consumption. Whenever any wagon, motor vehicle or pushcart is used for the sale of food, beverage or other items for human consumption, it shall be parked flush with the curb of the street in compliance with all applicable state statutes and local ordinances and all sales shall only be made from the side of the vehicle next to the curb or sidewalk of such street. Sales from any vehicle will not be permitted on any alley or on any street within the city other than those designated in the thoroughfare plan as local or collector streets or on such other streets as may be designated by the board of public works and safety from time to time in order to carry out the purposes of this chapter; provided, however, no license shall be issued to any food vendor until said vendor is properly and duly licensed by the Indiana State Board of Health.
   D.   Because of traffic congestion, pedestrian hazards and other safety factors, licensees shall not be permitted to sell or to offer for sale any products, merchandise, food or beverages in the following designated areas and streets in the city:
   1.   On any one-way street, alley or portion thereof between the hours of six a.m. and six p.m.; provided, that this restriction shall not be applicable on Saturdays, Sundays and legal holidays.
   2.   On any street or alley within five hundred feet distance from the property line of any public school, parochial school, public park or public playground.
   3.   On any state highways within the city limits, on any four lane streets in the city limits, Central Avenue, Washington Street, Jackson Street, Brown Street, Eighth Street, Eleventh Street, Sixteenth Street and Twenty-Second Street.
   E.   Licensees shall not engage in selling or offering for sale any products, merchandise, food or beverages in any block on any public street or sidewalk for a period of time longer than one hour.
   F.   Licensees shall not permitted to sell or offer for sale products, merchandise, food or beverage or other items for sale by outcry, ringing of bells, playing of music, or any other noise. (Prior code § 20-7)
