2.44.014 Public space.
   The commons board may execute an inter-agency agreement with the department of parks and recreation, or other city agency, to assign formal budget, maintenance, and operations responsibility. Operations management includes scheduling of all events.
   A.   The commons board shall review and recommend approval of the operating budget and shall review and recommend all capital expenditures.
   B.   The commons board shall tour the commons at least annually to evaluate maintenance and capital needs.
   C.   The commons board has ultimate responsibility for programming the public space.
   1.   The commons board may assign programming responsibility, but retains the right to modify programming if it deems a program to be unfit or inappropriate for a community facility.
   2.    The commons board shall review at least annually the mix of types of events held in the commons and make recommendations to achieve a balance of the following goals for the public space:
   a.   Inclusion: a variety of diverse events, which would appeal to different cultures and tastes, to ensure that all members of the community feel welcome and encouraged to use the commons;
   b.   Activity: frequent events so the commons is alive, active, and well-used;
   c.   Revenue: maximize revenue to the extent possible without sacrificing the above two goals.
   3.   The Commons Board shall track the nature of events (private, public interest, entertainment, etc.) to help evaluate compliance with the above goals. (Ord. 11-10 § 1 (part), 2011)
