10.30.010   Purpose and intent.
   The purpose of this chapter is to establish standards for parking of motor vehicles and nonmotorized vehicles in the public right-of-way. These standards are intended to protect property values by reducing visual blight, aid in emergency access and fire safety, guard against the creation of rodent and pest harborage, and reduce the impact on the natural environment from the leaking of motor vehicle fluids.
