Said application shall be submitted to the Zoning Inspector who shall review said application and, upon the finding of the same in order, shall issue a building permit to said applicant upon the payment of a fee as hereinafter provided. In the event that the Zoning Inspector refuses to issue any permit, the provisions of the Village Zoning Ordinances shall apply with respect to appeals and other relief.
