1321.02 APPLICATION.
   (a)    Submission: Plans and Specifications.
      (1)    The application for a permit required by Section 1321.01 shall be made in writing on approved forms and shall be accompanied by two complete forms and shall be accompanied by two complete sets of dimensional plans, showing each habitable floor, basement, cellar, foundation and section, and by specifications describing the kind, size, quality and grade of all construction materials and service equipment. Such plans and specifications shall be examined by the Zoning Enforcement Officer. The plans may be forwarded to other departments of the Village if necessary to determine compliance with those laws and ordinances under their jurisdiction. If the Zoning Enforcement Officer is satisfied that the work described on the application and the plans filed therewith conform to the requirements of this Building Code and other applicable laws and ordinances, he shall issue a permit therefor to the applicant.
      (2)    The Zoning Enforcement Officer may waive the requirement for filing plans when the work involved is a minor nature and the building operation is adequately described in the application. All plans submitted for filing shall be prepared and signed as required by State law. When compliance with State law is required, the application shall be accompanied by a set of the plans approved by the proper authority. The Zoning Enforcement Officer may require plans and specifications to be prepared and designed by an engineer or architect licensed by the State to practice as such. Computations, stress diagrams and other pertinent data sufficient to show the correctness of the plan shall be submitted when required.
   (b)   Plot Diagram. There shall be also be filed with each application a description of the premises and a dimensional plot diagram, drawn to scale and showing the size and location of any new construction, the existing structures on the site, the distances from lot lines, the established street grades and the existing sewers and gas and water lines in the street. In the case of demolition, the plot diagram shall show all construction that is to be demolished and all construction that is to remain on the site.
