921.02 COLLECTION AND ENFORCEMENT PROCEDURES.
   (a)    Monthly Charges. Charges for water and sewerage service shall be made each month of the calendar year. All bills are to be rendered as of the first day of the month following the month for which charges are made, and shall be due and payable on the date of rendition thereof. If a bill is not paid by the fifteenth of the month of rendition, a surcharge of ten percent (10%) will be added to the bill.
   (b)    Lien. In the event the charges for water-sewer service are not paid by the tenth of the following month after rendition of the bill for such service, such charges shall be deemed and are hereby declared to be delinquent and thereafter such delinquency shall be cause for shutting off the water. Such lien shall be filed with the Auditor of Putnam County for certification to the Village Fiscal Offic.er for collection.
   (c)    Collection Procedures. Collection procedures and court action shall be started on all bills remaining unpaid over sixty days after the due date.
   (d)    Person Responsible for Payment. The rates and charges herein established shall be collected from the owners, occupants and users, jointly or severally, of the premises within the Village from and after the effective date of this section.
   (e)   Filing Copy. When this section becomes effective, a copy thereof properly certified by the Village Fiscal Officer shall be filed in the Office of the Recorder of Deeds of Putnam County and filed in the Recorder's Miscellaneous Records, and it shall be deemed notice to all owners of real estate of their liability for water-sewer service supplied to any owner, occupant or
user, jointly or severally, of such service on their property.
   (f)    Compliance with Regulations.
      (1)    All sewer pipes and connections shall comply with and be installed in accordance with the provisions of the requirements of the BOCA Basic Building Code of Ohio published by the Building Official and Code Administrators, Columbus, Ohio.
      (2)    Unless other provided, all other tap-in, service connection fees, etc., shall remain in full force and effect unless amended hereby.
