909.04 DUTIES.
   The Shade Tree Commission shall have the following duties:
   (a)   Study the problems and determine the needs of the Village in connection with its tree planting program.
   (b)   Study, investigate, counsel and develop and/or update annually, and administer a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas. Such plan shall be presented annually to Council and upon their acceptance and approval shall constitute the Official Comprehensive Village Tree Plan.
   (c)   Consider, investigate, make findings, report and comment upon any special matter of question coming within the scope of its work and when requested by Council. Commission reports and recommendations shall be only advisory in nature.
   (d)   Recommend to Council, the type and kind of trees to be planted upon such Village streets, public places and in the parks.
   (e)   Assist Village officials, as well as Council and residents of the Village in the dissemination of news and information regarding the selection, planting and maintenance of trees within the corporate limits on public property, and to make such recommendations from time to time to Council as to desirable legislation concerning the tree program and activities for the Village.
   (f)   Provide special meetings at which the subject of trees insofar as it relates to the Village and its several divisions, and all others interested in the tree program.
   (g)   Choose its own officers, and keep a journal of its proceedings. A majority of the members shall be a quorum for the transaction of business. The officers shall be a Chairman and Secretary. The Commission shall then provide for the adoption of rules deemed advisable and necessary in order to perform the duties set forth.
   (h)   The Shade Tree Commission shall have the authority and jurisdiction of regulating the planting, maintenance and removal of trees on streets and other publicly owned property to insure safety or preserve the aesthetics of such public sites.
