(a) There is hereby created a Shade Tree Commission composed of five fee holders of the Village. Three Village residents plus one Council member shall be appointed by the Mayor. The fifth member shall be the Mayor.
(b) The term of the appointed members of the Shade Tree Commission shall be three years, except the term of the members appointed to the first Commission shall be as follows: one member for three years, one member for two years, and one member for one year. In the event that a vacancy shall occur during the term of any member, his successor shall be appointed by the Mayor for the unexpired portion of the term. The Council member shall serve for one year at a time.
(c) Members of the Commission shall serve without compensation but shall be entitled to reimbursement for any and all approved expenditures in carrying out the function of the Commission.
