(a) The Village may cause sidewalks to be constructed, improved, repaired or replaced in areas of the Village pursuant to Ohio R.C. 729.01 et seq. to promote public safety and enhance traffic flow, both pedestrian and vehicular while recognizing property rights of the owners of said property.
(b) If the Village determines sidewalks to be necessary to be constructed, improved, repaired or replaced in any area of the Village, the Village shall pay for the costs of the same.
