557.01 NOISE LIMITATIONS.
   Council hereby establishes the following limitations:
   (a)    No person shall operate or permit the operation of, or play any radio, television, musical instrument, loud-speaker, music, voice production device or similar electronic devices which produce, reproduce or amplifies sound:
      (1)    In such a manner as to create an excessive noise disturbance across a boundary of property.
      (2)    In such a manner as to create an excessive noise disturbance when operated in or about a motor vehicle on a public right of way or at a public place.
      (3)    In such a manner as to create an excessive noise disturbance in a public place.
   (b)    For purposes of this chapter, a noise disturbance means any unreasonably loud, raucous, disturbing or unnecessary noise; any noise of such character, intensity or duration as to disturb the peace, quiet and good order of the Village or which is likely to be detrimental to or cause inconvenience or annoyance to a person of ordinary sensibilities; or any other noise or sound created in such a manner as to disturb the peace and quiet of a neighborhood or residents of the Village.
