(a) Any person owning or having charge of land within the Village of Columbus Grove shall keep said property free and clear of all noxious weeds, rank vegetation, and any grass meeting or exceeding the height of six inches and shall be required to cut and remove all such weeds, grass and rank vegetation on the lots owned or controlled by them at any time the weeds, grass and noxious vegetation meet or exceed a height of six inches.
(b) Any person found to be in a violation of this section shall have twenty-four hours to become compluant with this section. A notice shall be placed in a visible location by the Village of Columbus Grove on the property advising the land owner of the violation. The land owner shall have twenty-four hours to become compliant or the Village of Columbus Grove will perform the work and charge the land owner a rate as follows:
(1) 1st Offense: The land owner will be charged two hundred fifty dollars ($250.00) for the first hour for administration and labor to remove noxious weeds. One hundred fifty dollars ($150.00) will be charged for every hour after that.
(2) 2nd Offense: Three hundred fifty dollars ($350.00) for the first hour of work and one hundred fifty dollars ($150.00) for every hour after that.
(3) 3rd Offense: Four hundred fifty dollars ($450.00) for the first hour of work and one hundred fifty dollars ($150.00) for every hour after that.
(4) 4th Offense: Five hundred fifty dollars ($550.00) for the first hour of work and one hundred fifty dollars ($150.00) for every hour after that.
