(a) Fire Hydrants Required. Fire hydrants shall be required, in accordance with the provisions of this section, on private roadways serving condominium developments. No proposed subdivision shall be approved and no proposed planning development shall be approved without compliance with the terms of this section.
(b) Definitions. As used in this section, the following words and phrases will have the following meanings unless the context clearly indicates a different meaning:
(1) “Village” means the Village of Columbus Grove, Ohio.
(2) “Fire Chief” means the Fire Chief of the Village of Columbus Grove, Ohio.
(c) Duties of Fire Chief.
(1) All plans submitted under this section shall be referred to the Fire Chief for examination. The Fire Chief shall report to the Planning Commission, indicating whether or not the proposal complies with this section.
(2) If the Fire Chief finds that the hydrants in the proposal do not comply with the terms of this section, the Fire Chief will specify the changes necessary to make the proposal comply with this section. Any applicant may request and receive a conference with the Fire Chief concerning any matter under this section. The Fire Chief shall inspect the construction of any fire hydrants required by this section, and no final approval shall be given to any construction of any driveway, road, fire hydrant or other facility required by this section until the Fire Chief has inspected and approved the fire hydrant components.
(d) Location of Hydrants. Fire hydrants shall be located where necessary to provide fire protection to all buildings and premises.
(e) Blocking of Hydrants. No person shall park any vehicle so as to block any fire hydrant, and no owner, manager or tenant of any premises where a fire hydrant is required by this section shall permit any visitor or any other person to park any vehicle in any location that blocks a hydrant.
(f) Review Fee. Each applicant for approval and review of fire hydrant locations on private roadways serving a condominium shall pay a review fee to help defray the cost to the Village of reviewing proposed fire hydrant locations, and making a determination as to whether or not the proposed locations comply with all applicable ordinances. This review fee will not be refundable, whether or not the hydrants are approved.
(g) Penalty. Any person, firm or corporation violating any provision of this section shall be fined not less than one hundred dollars ($100.00) nor more than five hundred dollars ($500.00) for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
