(A) At the time that a person submits an application for an eligible facility permit or special use permit for wireless telecommunications facilities for a new tower, such person shall pay a non-refundable application fee therefor to the city in an amount as set by resolution by the City Council.
(B) If the application is for an eligible facility permit or special use permit which involves modifying or co-locating on an existing tower or other suitable structure, where no increase in height of the tower or structure is required or for a temporary facility, the non-refundable fee shall be in an amount as therefor set by resolution by the City Council.
