§ 151.256 APPLICABILITY, INTERPRETATION, SERVICEABILITY, AND NON- COMMERCIAL SPEECH SUBSTITUTION.
   (A)   Applicability. Each sign or part of a sign erected within the zoning jurisdiction of the city must comply with the provisions of this chapter, other relevant provisions of this code of ordinances, and applicable building codes. The regulations in this subchapter are applicable to all signs in the city’s jurisdiction, except as noted in § 151.259, unless otherwise stated.
   (C)   Interpretation. The city shall interpret and apply the sign regulations of §§ 151.255 through 151.267.
   (D)   Severability and non-commercial speech substitution. Any provision of the sign standards that imposes a limitation on freedom of speech shall be construed in a manner that is viewpoint neutral and treats expressive speech either the same as or less restrictive than commercial speech. Any provision of the sign standards that is found to be an unconstitutional limitation on freedom of speech by any court shall be severed from the sign standards in a manner that preserves the standards and protects freedom of speech.
