§ 130.30 PROCURING OR SELLING TO MINORS OR INCOMPETENTS.
   It shall be unlawful for any person to intentionally or knowingly procure for or sell, exchange, deliver or give to any person under the age of 21 years, or any person who is mentally incompetent, any alcoholic beverage, including beer.
