The purpose of this subchapter is to assure the development of functional and safe circulation patterns within new subdivisions in order to encourage economical and effective movement of motor vehicles, bicycles and pedestrians; provide access for public safety vehicles; and encourage the development of circulation systems that enhance the quality of life within new and existing neighborhoods in the city and its planning jurisdiction.
