§ 10.305 TRAFFIC, MOTOR VEHICLES.
   (A)   (1)   No person, except those exempted by law, shall operate or drive any motor vehicle upon any street, alley, or highway in the city, without a valid license for the type or class of vehicle driven issued pursuant to the provisions of M.S. Chapter 171, as it may be amended from time to time.
      (2)   For purposes of interpretation and enforcement of this section, M.S. Chapter 171, as it may be amended from time to time, together with all amendments thereto through 1978 is hereby adopted by reference and incorporated as if fully set forth herein.
   (B)   No person shall siphon gasoline from any motor vehicle unless authorized to do so by the owner or other person in lawful custody of such vehicle.
   (C)   (1)   No person in control of a motor vehicle, as owner or operator, shall permit such vehicle to stand unattended anywhere within the city, whether on public or private property, without first locking the ignition and removing the key from the vehicle.
      (2)   Notwithstanding the above, this provision shall not apply to any motor vehicle which is used in a police operation.
   (D)   (1)   No person shall violate any of the provisions of Chapter 7 of this code. Upon conviction for any such violation, except as otherwise provided below, or where otherwise provided by M.S. Chapters 169 or 171, as they may be amended from time to time, such person shall be punishable by a fine not to exceed $100.
      (2)   Notwithstanding the above, any person convicted of a violation of § 7.206(C) shall be punishable as a misdemeanor violation.
